Joseph H. Tseng is a Certified Public Accountant (CPA) and Certified Fraud Examiner (CFE).
He has over 35 years of public and private industry experience in auditing, accounting, tax and consulting, specializing in forensic accounting, litigation support and expert witness work. Mr. Tseng has worked on over 150 civil and criminal cases during his career. Mr. Tseng has been appointed by the Los Angeles Superior Court in several cases in the capacity of special master and referee, court's accounting consultant, and receiver.
Besides offering traditional accounting and tax services, Mr. Tseng also provides value-based assurance services for many small to large companies and consulting services to many U.S. subsidiaries of foreign publicly traded companies on international trade and finance, banking and finance, mergers and acquisitions, and due diligence. He has served as board director and part-time CFO for a number of high tech and internet start-ups involving fund raising, valuation analysis, computerized accounting and internal control system set-up, financial forecast and budgeting, and tax consulting related to start-ups and high tech companies.
From 2001 to 2004, Mr. Tseng was appointed by California Governor Gray Davis to serve as one of the ten board members of the California State Board of Accountancy, which oversees and regulates over 70,000 CPAs in the State of California. He also served as Treasurer and Secretary of the Board of Accountancy from year 2002 to 2003. Currently Mr. Tseng is a member of the Panel of Expert Witnesses of the Los Angeles Superior Court.
Mr. Tseng has held many professional affiliations throughout his career, including Member of American Institute of CPAs, California Society of CPAs, California Receivers Forum, and Southern California Chinese Lawyers Association. He is also an Associate Member of the Association of Certified Fraud Examiners, a former member of Los Angeles County Bar Association and National Association of Chinese American Bankers, Founding President of the Los Angeles Chinese-American Sheriff's Advisory, former Advisory Board Member of the Asia Society and former Board Director of Asia Program Advisory Board of California State University, Fullerton.
In addition, Mr. Tseng has served as a guest lecturer on accounting and tax matters at the University of California, Los Angeles and California State University Los Angeles and Fullerton, and has published many articles and presented seminars on various accounting, fraud, and tax matters throughout his career.
Mr. Tseng is a CPA (Certified Public Accountant) and CFE (Certified Fraud Examiner). He received an MBA in accounting from Chaminade University of Honolulu and a Bachelor's in accounting from the University of Hawaii.

曾会计师曾为超过1000家美国本土大中小型企业提供财务报表审计、会计、税务和咨询服务，也为多家上市公司（中、港、台）的美国子公司提供有关国际贸易、金融、银行、公司收购并购和协助调查等服务。曾会计师曾担任一些高科技和互联网初创企业的董事和兼职CFO，处理这些企业的融资、估值分析、会计电算化与内部控制系统设置、财务预算和税务规划。曾会计师自2009年起担任CTBC银行董事(美国), 于2011年被提名并担任内部审计委员会主席至今。
2001年至2004年间，曾庆龙会计师被加州州长格雷戴维斯任命为加州会计委员会成员，是十位理事中唯一亚裔理事，负责监督和管理超过七万名加州注册会计师。2002年至2003年间，他亦担任加州会计委员会财务和会计理事会秘书长。目前，曾会计师是洛杉矶高等法院9位会计专家证人之一。
在曾庆龙会计师的职业生涯中，他曾参加过众多与会计、税务和金融相关的协会，全面履行他的社会职责，其中包括美国注册会计师协会会员、加州注册会计师协会会员、加州法庭接管人协会会员、南加州华裔律师协会会员、中美会计师协会会员等，同时他也是美国欺诈调查协会（ACFE）会员、洛杉矶律师协会和中美银行家协会会员。曾会计师曾是洛杉矶华人警局顾问协会的创会会长，亚洲协会理事，及加州州立大学富勒顿（California State University, Fullerton）及波莫纳（California State Polytechni University, Pomona）分校的亚裔学生理事会理事。
此外，曾庆龙会计师担任过加州大学（UCLA），加州州立大学洛杉矶分校(CSULA)，加州州立大学富勒顿分校(CSUF) 的客座讲师。通过曾会计师职业生涯的各种经历，他曾发表过许多文章并在各研讨会上讲解各种关于会计、欺诈和税务的专题。
曾庆龙会计师是美国加州注册会计师（CPA）和认证欺诈检查员（CFE）。他拥有Chaminade University of Honolulu的MBA硕士会计学位和University of Hawaii的会计学士学位。
